Engagement: PMO Support for Enterprise Resource Management Program Office
Background: Peridot Solutions has been engaged with Enterprise Integration Directorate at Business Transformation Agency to support various Department of Defense ERP programs such as DIMHRS, DeCA, EIW.
Solution: Key solution activities include:
- Program Plan preparation and stake holder workshops for scope and schedule determination
- Functional requirements analysis and draft requirements documents
- Acquisition support using DoD 5000 and BCL frameworks
- Independent verification and validation using ERAM framework for Program health check
- Deployment readiness checklist preparation and review
- Defined Life Cycle Management Office for post deployment support

Case Study 2: IT Strategy and Transformation
Customer: Defense Commissary Agency
Engagement: IT Transformation and Strategic Plan
Background: The Office of the Chief Information Officer (OCIO) supports the Defense Commissary Agency (DeCA) to achieve its business goals with the necessary systems, infrastructure and support personnel. OCIO has also identified a critical need to develop a comprehensive IT Strategic Plan that will enable the realization of its strategic goals and objectives, strong alignment of the business with effective and efficient IT support, align with the ongoing Business Transformation Initiatives, adheres to Federal and Department of Defense (DoD) Information Technology (IT) regulations, policies, and guidance and also integrates best practices into the environment.
As an extension, OCIO identified the need to define a staffing model that better aligns IT services with the transformation and an information technology (IT) portfolio analysis to review and identify the IT investment needs to support the transformation. DeCA engaged Peridot Solutions thru their BTA contract to assist with this strategic initiative.
Solution: Peridot Solutions has successfully performed the following tasks related to IT Strategic Plan, Portfolio Analysis and Organization Model for the CIO:
- Performed an application portfolio analysis to understand the baseline information on technologies used, staff, user base, service requirements, budget, functionality supported and mission alignment for all the business applications
- Conducted a stakeholder workshop to develop key initiatives based on the latest research, trends and best practices found in industry today.
- Conducted an analysis to identify opportunities for integration and harmonization of IT products, platforms and services.
- Established a baseline understanding of the products, services, service levels and quality of service provided by the OCIO.
- Developed an IT Strategic Plan (ITSP) with a set of initiatives that are needed to align OCIO services with the business strategy.
- Developed an actionable Implementation plan that takes the ITSP and translates it into reality.
- Reviewed the current CIO organization to define a staffing model that supports the new acquisition strategy as well as aligns closely with business
- Recommended an organizational structure for IT as a “center of excellence”, with strong management capabilities, increased business knowledge and best practices for managing performance-based contracts
- Developed an implementation plan with actionable steps, timelines and transition activities
- Developed and deliver an executive briefing that summarizes the engagement findings and recommendations.
Results: An IT strategic plan with a roadmap that is actionable and aligned with the business mission. It is approved by the business and IT stakeholders and currently being executed.
Case Study 3: Business Continuity Planning
Customer: Defense Commissary Agency
Engagement: IT Business Continuity Plan update
Peridot Solutions has been engaged with Defense Commissary Agency's Chief Technology Officer to support their business continuity plans for all key IT services.
Solution: Peridot Solutions successfully reviewed all key IT services, systems and drafted the business continuity plan that aligns with the Agency Continuity Plan. Key activities include:
- Reviewed and evaluate the adequacy of the current Business Continuity Plan (BCP) in terms of its structure and coverage
- Conducted a business impact analysis (BIA) for all the critical systems
- Reviewed and update Response Time Objectives (RTOs) and Recovery Point Objectives (RPOs) for all the critical systems—(linked to the business impact analysis)
- Reviewed and update recovery strategies in case of disaster
- Recommended updates to the systems to support the high-availability and disaster recovery requirements
- Made necessary recommendations to the data centers to support the DR/COOP
- Provided high-level cost estimates for strengthening/improving current business continuity infrastructure.
- Drafted a report with the recommendations, high level cost estimates, roadmap and project plan for implementation
Results: An approved IT Business Continuity Plan that is actionable and aligned with the Agency’s Business Continuity Plan.
Case Study 4: Performance Management
Customer: Department of Defense Business Transformation Agency
Engagement: Performance Management for Defense Business Systems related Programs
Background: One of the challenges that the Defense Department’s management was facing was to track and review the performance for their programs so that necessary corrective actions can be taken proactively. Peridot Solutions has been engaged with Enterprise Integration Directorate at Business Transformation Agency to support various Department of Defense ERP programs to provide Metrics Development and Strategic, Operational and Transactional Metric Support.
Solution: Key solution activities include:
Peridot Solutions has conducted multiple workshops with various stakeholders to define the strategic, operational, program and system metrics, their thresholds, formulas to measure, and governance to ensure data accuracy and reporting to the management. This enabled the executive management and functional sponsors to link the program performance to the business mission and goals in clear and quantifiable terms. The metrics development includes National Defense Authorization Act (NDAA) Section 932 DIMHRS Transition performance metrics development in clear and quantifiable terms, their reporting and management.
Results: In Sept 2008, Deputy Secretary of Defense has awarded a six-sigma green belt award to the Enterprise Performance Management framework that was created for DIMHRS.
Case Study 5: Strategic Sourcing and Acquisition Support
Customer: Federal Trade Commission
Engagement: Program and Acquisition Support Services
Background: The Federal Trade Commission (FTC) deals with issues that touch the economic life of every American. It is the only federal agency with both consumer protection and competition jurisdiction in broad sectors of the economy. The Information Technology Management Office (ITMO) supports the Federal Trade Commission with a robust computing infrastructure and services.
The ITMO has a need for program and acquisition support related to an information technology integrated support services (IOSS) contract. Specifically the agency requires development of a Performance Work Statement (PWS), to solicit proposals to acquire an all-encompassing Information Technology Support Services (IOSS) vendor, as well as consulting support in the review and selection activities following receipt of responses to the PWS. FTC has tasked Peridot Solutions to support this key initiative.
Solution: Key solution activities include:
- Developed understanding of the drivers and goals for the sourcing decision
- Identified all existing contracts for IT services
- Developed a high-level decision matrix that incorporates decision criteria
- Drafted Request for information (RFI) with market research/analysis
- Drafted Performance Work Statement (PWS) that includes ITIL Services Catalog, description of each service environment, service-level metric requirements and governance
- Assisted in Independent Government Cost Estimate (IGCE) using contracts with similar size and complexity based on the market research
- Drafted Quality Assurance Surveillance Plan
- Drafted vendor evaluation criteria
Results: Once the source selection is completed, Federal Trade Commission would have streamlined all the IT Services related contracts and there by increased efficiencies and business performance.
